Is it racist for a white person to do an Indian accent?

First tell us why would he be doing that and then I can answer

race has little to do with accents I mean a white person raised in India all their lives would probably have and Indian accent and an Indian raised in say Germany all their lives would probably have a German accent... 

I don’t really care what white people do to be honest. 

As the other responder said, it depends on the intention of the speaker and whether or not they're aware that the imitation might be offensive.
