My brothers cat is being a pain and he is really annoying him? ?
My brother's cat is being annoying to my brother cus he just runs up the stairs as if he wants to play, but when my brother goes to him he just stops at the top of the stairs whining when he tries to play with. Any solutions what my brother should do?

Yeah, just let the cat be a cat. Sounds to me like this cat has zoomies and just plays by himself. That's fine. My cats do this. They will run around with each other or by themselves, just zoom around the house, go nuts, then calm down. Just let the cat be a cat and do his thing. Many cats do this.
