You can't force people to do ANYTHING.
It's unconstitutional and they will simply BURN it, BURY it, or throw it over a hill somewhere if you charge them.
All recycling is a money LOSER.
Without government welfare they would all fail.
Ever since recycling centers stopped taking CRT tvs, paint, chemicals, and furniture they are all being dumped over the hill on roads
