If you interviewed a man in a skirt and he was the best candidate would you adhere to equal opportunities and give him the job?

Yes.
It wasn't too many decades ago when it would have been shocking for a woman to wear pants/jeans/suit instead of skirt/dress and now no one bats an eye. As far as I'm concerned, men deserve the same freedom/courtesy.

They might be a Scot! But obviously if they were the best person for the job, definitely.

Yes if he was the best candidate. Yes it's unusual for a man to wear a skirt but if he's comfortable wearing a skirt there's nothing wrong with it.

Yes, but would inform him of the dress code.

Have you ever seen a man in a Kilt ???
Now lipstick and nail polish might be a bit much and PLEASE don't bend over in front of me as I don't want or need to see that...

Sure. My grandfather wore a kilt and was very good worker. (The kilt was more for dressing up, but I would put it in the same class as wearing a tie to the interview.)
