Did he reply because he felt bad?
So I had a one night stand when I was on vacation last year and when we both returned to our cities he blocked me cause I kinda pestered him to be honest I was really annoying. A few months ago I reached out on Facebook( we live in different countries now) and to my surprise he Replied and since then we have texted really sporadically.
Do u think he feels bad for blocking me? Why doesn't he just ignore me?
I know he's not married and I'm pretty sure he's single

If it was just a one night stand while on vacation, I would leave it at that. His blocking you was saying "leave me alone, I'm not interested". But, now that he's out of the country, you've gotten in touch with him. He doesn't feel bad. Move on!

Possibly but he doesn't seem to want contact with you overall. Likely he's married or otherwise not available.
Edit - you know what he's telling you, you don't know if it's actually true. He's a stranger to you ... move on with life.
