Is this normal?

to have no memory of someone you've seen for 25 consecutive years

most of the time-it was every 6 months

sometimes-it was 3 or 4 times a year you saw this person

then you stopped seeing this person for 4-5 years

Is it normal to have no memory of this particular person?

    No it is not normal.

    You should have some memory of them.

    quite normal if you're talking about someone you've never known and your encounters were casual intersections in streets or places.
