Why are relatives allowed to testify about what a good man the victim was during the trial?

What does that have to do with the guilt or innocence of the shooter?

    It is called a Vitim Impact Statement when the victim is dead.

    Victim impact statements are usually part of the sentencing phase, meaning the guilt part has already been established.
