Can I apply thermal paste to the graphics chips inside a ps4?

I have a Sony PS4 Pro that is overheating, I changed the thermal paste on the main GPU chip, it's still overheating but the thermal pads on the chips around the GPU are tiny and super thin. I was going to order new ones that are larger, but in the meantime can I just apply thermal paste to the top of those ic's as well? Or will that not be effective? ...I included a picture of the chips im talking about. Thank you.

    thermal paste on top does nothing useful

    If they didn't come with heat sinks then no.

    And those pads have to be thin to transfer the most heat.

    Same with the paste.
