How come Mulder never killed the Cigarette Smoking Man in the X-Files, he had several opportunities?

After everything the Cigarette Smoking Man did against Mulder, killed his father, tried to kill Agent Scully, tried to kill Mulder, took his sister Samantha away from him, why didn't Mulder just shoot him? He had several opportunities.
