Is “much” an adverb or adjective?

As in the sentence “We have much to do”.

    A noun.  

    The root sentence is "We have much." 

    If I said, "We have peace", "peace" would be the thing we have.

    If I said ,"I have a car", "a car" would be the thing I have.

    In the sentence you provided, what we have is "much" (a great quantity).  "Much" is the thing we have.  A noun is a person, place or thing.  

    This is modified by the prepositional phrase "to do".

    If much was an adjective, what noun does it describe?

    If it were an adverb, what verb does it modify.

    Normally "much" is either an adverb or a noun.
