I believe the answer is the Doctor but I haven’t seen very much of the old series of the show… But didn’t the Doctor make a reference to it in the new series? Or am I confused as usual?

Edit: Oh, I remember the reference now, after Dona asked if he had been to Rome before, the Doctor said, “Yes I have, and before you ask, that fire had nothing to do with me. Well, a little bit.”

Undetermined. Some blamed Nero so Nero turned the blame on the Christians. The Christians confessed but they were also tortured first.

It was the Doctor (as played by William Hartnell), in the Doctor Who episode "The Romans" when he accidentally set fire to Nero’s architectural plans.
