What does 'angle-stable' mean?
It has something to do with orthopaedic spinal surgery.

Stable means "not readily subject to change". May be related to scoliosis, an abnormal lateral curvature of the spine.
The Cobb angle was originally used to measure coronal plane deformity on antero-posterior plain radiographs in the classification of scoliosis. It has subsequently been adapted to classify sagittal plane deformity, especially in the setting of traumatic thoracolumbar spine fractures.
