power steering low level of assist?

ford Fiesta zetec power steering needs more effort to turn steering wheel. pump seems to be working and fluid levels are Ok with no leaks. Is the steering rack worn and losing the hydraulic power fluid assist ? or maybe the pump is not producing enough pressure? and advise offered received gratefully.

Update:

sorry should have said. tyres,steering belt drive etc already checked I suspect it may be simply a poor hydraulic pressure in system but i sit possible to hav eit checked?

    Check track and front tyre pressures.

    Pump belt may be worn/slipping/loose/oily

    Front tyres need air or possible slow puncture.
