    You might want to turn them inside out also so both the inner and outer portions have the same exposure to the atmosphere.

    No need to change the air in your tires but you should check the air pressure regularly.

    You do not actually change the air in your tires. You are just supposed to check how much pressure your tires have on a monthly basis. Every vehicle and tire is different in terms of what it requires, but an overwhelming majority of vehicle run there tire pressures between 30 and 35psi

    Gas mileage decreases 1% for each 10 lbs of underinflation so check them at every fill up of your tank. Add nitrogen for even further fuel savings.
