Is this bullying/harassment?

This guy at work whom I fooled around with sometime back, well we had fallen out as friends but were being civil at work, anyway his behaviour has been somewhat confusing to me.Today at work I was pushing the baskets along the floor (so I was bent over as I pushed them) and I pulled a silly face as I went past his till. After I'd pushed them he just was smiling and said "Amazing person" I was a little confused so I said "huh?" but he didn't say anything else.I have seen him staring at me quite intensely,he doesn't look away when I notice him.Sometimes he vey flirt with me (he is a flirty person in general) and will find excuses to touch me, where as other times he wont pay much attention to me at all.He seemed to lingeringing near me when I was on the phone the other day.There was a few other weird things he has done/said also.-walked past me once and made some weird breathing noise/whispered something.-blocked my way so I had to squeeze padeliberatelyely pushed into me-pretended to throw things at me-very lightly punched me on the bare area of my back and my cheek-when I was leaving once another staff member mentioned he hadnt noticed me during the shift, and this guy said to him "Are you blind?"-said he only wanted to see what wasinmy bag during bag check and didnt care about checking the bags- asked me how my holiday was i hadnt told him id been on

    If you don't like what this guy is doing, tell him to stop. If he continues to bother you, then talk to your supervisor. If your supervisor does not help you, write a letter to the corporate offices of the company and explain that you have tried to get help from the store, but no one will help you.

    It is not considered harassment if you are encouraging him by flirting with him.

    I think you might be sending mixed signals to this guy. Possibly in reaction to his behavior and without meaning to. I also think he wasn't ready for the relationship to end.
