Can anyone give me a link to something official about British schools charging pupils on non-uniform days?

I know they're not allowed to charge a contribution and have no power of enforcing it, so please don't tell me that.

What I want is a link to something explaining the legal side of it.

    I would imagine that because it is a charitable donation there is no legislation on it purely because it is a voluntary donation based upon the good will of those participating. However, most state schools are answerable to their local education authority and their regulations on fund raising would vary from area to area. If you want to know if there are any legal implications in a particular school you'd need to contact the relevant authority.
