After completing my first year in college, am I allowed to apply as a freshman to another college?

No. You would apply as a transfer student. You must have all colleges that you have attended submit to the new school official transcripts of your work. I am sure that you will do that. For people who do not submit transcripts the the usual penalties are denial of admission or expulsion.
