How do you create pop-up information "bubbles" in Word 2010?

I'm just getting to grips with this version of Word and am trying to create a form where users can input information with the assistance of pop up instructions which don't appear in the printed version of the document. I want something that looks like the Comment boxes you can insert into Excel worksheets. I've worked through the relevant (template and forms) sections of Word 2010 Help, but can't find what I'm looking for.

    Select the Word or sentence for which you want to insert a comment and click on the Review menu –> New Comment
