How do I change Security Settings?

I am unable to download anything as I am being blocked by "your security settings do not allow this download". I have tried to download with Windows Firewall disabled and with no anti-virus running, but still I could not download. ( Both firewall and Microsoft Security Essentials are back on!).

There must be a way to change this but I do not know. Help please!

I am using Windows 7 and I have ThreatFire also installed.

Update:

Please note that as I can not download anything I can not change the browser!

    I am having the same problem. So I have downloaded a new web browser called opera. You can download anything without any problems. Type " download opera " in Google.Then download it

    Opera it's by far one of the best browser.

    NEVER turn your security off. Use Firefox instead of IE.
