Ok I been looking for this Mofo in skyrim Sam Guevenne for the quest "A Night To Remember"?
I know he appears in different bars but man its been 3 days i been hunting for him.
I met him by accident at one point but never even kknew he was relevant at all
@Josh its level 14 he starts appearing and am over level 20 anyway level 40

He doesnt appear until you are around level 20 or so and then after that he usually shows up in Whiterun or Riften
I wasn't sure on the exact level I knew it was always sometime around that level that he showed up for me, and then the first bar I went to he would show up and stay there. And since Riften and Whiterun are the most common place people are at that level I recommend looking there. But he never leaves the bar he showed up in for me.

You could try fast travelling to each major city's inn. I tried this for ages, got annoyed and forgot about it, 10 minutes later walked in the bee and barb to talk to Marcuiro, and there Sam was. Also try waiting for peroids of 24 hours, the inn's are most busiest at 5pm to9pm.
