I am writing a book, who so I approach to help & will it cost me?

I have a great idea for a book an have started to write already. Who do I approach for advice? Will publishers need money from me?

What is the whole procedure?

Thanks in advance.

You don't approach anyone for advice - you write your book.

Though, if you want, you could join a writer's group or critique site. There are loads of them.

No publisher worth using will ask you for a penny.

Once you have finished your book, you could approach a literary agent. Some of them may even allow you to give them a short synopsis or the first couple chapters in exchange for feedback. They can help with everything from editing/proofreading to getting published and marketing a book. They don't charge anything up front and absorb the costs that you would normally have to cover in exchange for a percentage of your profits (usually 15% - or more depending on how much of your marketing, publishing or other services they handle). Check out Sovereign Muse Media. They should be able to help you out and answer any other questions.
