What are the mechanics of a tabletop miniature war game?

Something that puzzled me for a long time. I've read some articles about this type of games, but still can't find out exactly how do you play them. Do the players roll the dice, like in D&D games? What determines whether the unit wins or loses?

    Yes.

    Units have stats, which modify the dice roll, as does terrain, and morale factors. Weather, unit experience, unit damage, whether previously routed (as in verb 'rout' NOT 'route'!) may all be taken into account.

    Basically, you will need a rulebook with stats and tables (just like for D&D).

    The rules will differ depending om what era your battle is set (or even a fantasy situation).

    i could say "Medal of Honor: Allied attack" yeah that is previous yet I had a stable time with it and for me that is totally complicated to discover a stable conflict pastime. So there you have it, yet chosen what suits you applicable.
