Which hostile nations (to the U.S.) and or terrorist organizations could make bio weapons?

Question

I'm working on a paper about Ebola and one of my points to improve prevention instead of just containing the virus was about the possibility to spread and the the use of bio weapons/ terrorism. 

I know that Iran, china, and north Korea could make biological weapons, but any other hostile nations that I'm missing or terrorist nations that could make them?

Probably none of them (except maybe Russia).

It takes a great deal of capital investment (in the billions) to fund research to create a bio weapon stable enough to be delivered on target.  Iraq tried for more than 20 years and failed in almost all attempts.

Any of them.  Take a crap in a bag and throw it at someone, that is a biological weapon.

I would imagine that almost every country has the means, however modest, to make bio weaponry.
