Will rooting my Android to 4.2 allow me to use new apps?

I have the original HTC Incredible and was considering rooting my phone from the stock 2.3.4 to 4.2.2. The only reason I want to do this is because a few apps that I want, such as the UP app, require an Android 4.0 or higher Operating System. So if I do a Cyanogenmod root to my phone will it allow me to use those apps?

    Yes it will. It will also allow you to install apps that require root access, such as titanium backup and rom manager.
