Not sure about reinstating the shut down button but if you pres Ctrl+Alt+Del at the same time you will bring up the task manager, you can shut down your computer from there

Have you installed any new programs or drivers recently maybe perhaps messed with the registry?

    CHECK POWER BUTTON ACTION:

Right-click the taskbar and select properties.

Switch to the start menu tab at the top of the window.

Make sure power button action is set to shutdown.

    DEFINE POWER BUTTONS:

    Start search power options

click on "Choose what the power buttons do" on the left menu panel.

    CHECK FOR CORRUPT SYSTEM FILES":

    1. Click

    2. In the Search box, type cmd

    3. Right-click on cmd and then click Run as administrator

    4. When the command windows opens, type sfc /scannow and hit enter.

Ctrl + alt + delete is an alternative method to shutdown.

You can also make a shortcut to shutdown the computer.

Right-click on the desktop, select new > shortcut

in type the location of the item enter:

    shutdown -s -t 0

    click next

    finish

If the computer still won't shutdown via the button you may have a virus. do a quick scan with malwarebytes and delete any infection found and finish off with a full scan.
