    There is a water boundary. This area is part of the UK territorial seas. However, other nations have a right of innocent passage, subject to some inspection (mainly for fishing, pollution, and smuggling).

    The channel is only 13 miles wide in some places. You need to be at least 12 miles from land in order to be in international waters. Even then there are other requirements, and the UK can enforce its interests just about anywhere it can put bigger guns.
