Amend citizenship under the Fourteenth Amendment?

Proposed: amend the citizenship portion of the Fourteenth amendment as follows: Congress may define who is or may become a citizen except that any person eighteen years or older when this amendment becomes effective and previously a citizen shall be a citizen. Congress may not discriminate in awarding or withholding citizenship based on race, sex, gender identity, religion, native language, or national origin.

Your first sentence is not a proper sentence. It is confusing and run on and, it is nonsensical. It would never pass because it makes no sense. Your second sentence goes without saying. Thirdly, when you are proposing a change to something in this forum, give the "current" and the "new proposal". That way, we can see exactly what is current and what you are proposing. Otherwise, we cannot give the opinion you are looking for.

Your proposal is contradictory. On the one hand you say Congress can choosewho gets to be a citizen, but then tyou say that Congress cannot discriminate and must effectively allow anyone to become a citizen.
