I think she was trying to say that CAIR (Council on American-Islamic Relations) was founded after 9/11 to combat a perceived backlash against Muslims because "some people" (Muslim terrorists) "did something" (killed thousands of Americans).

But that doesn't even make sense because CAIR was founded in 1994.

The point she was trying to make is that the actions of a few "some people" are not representative of 1.6 billion Muslims worldwide. Her remarks were in reference to the increase of hate crimes against Muslim Americans post 9/11.
