Is an election judge supposed to allow a parent to vote in the place of their down-syndrome adult child?

    No. One person, one vote. Simple.

    If the person is too disabled to vote, then they are also likely too disabled to think rationally about which candidate they support.

    No, that would be voter fraud, voter fraud is is very rare.
