Why are all of the questions coming up as 'under review' when I try to answer them? Not everyone is a troll so what is up?

It's a glitch that seems to be happening again now.

either a glitch or people have reported them. Some people - especially in polls&surveys - aren't smart enough to understand that ALL questions about the answerer violate the guidelines

A question doesn't have to be posted by a 'troll' for it to be a violation, however sometimes that screen comes up inappropriately and if you refresh the screen a time or two, the question will show up properly. 

One of many bugs that shows up on the site now and then. It also may be that you're clicking on questions that were reported and removed. Fresh your question list screen, and those that have been removed should disappear (although another glitch in the database is that it doesn't always remove question links when the question has been taken off the display).
