dvd and blu-ray are not the same thing.  a dvd player will reject a blu-ray disc no matter what might be recorded on it.

Would a DVD even hold a 720p file?

It wouldn't play in a DVD machine.

You would have to play it in a BD machine.

Your DVD player will not play the video at any size unless it is equipped for Blu-Ray. Also, if you try to put the video on a DVD it has to be in 480i because the whole format is designed for standard television.

Nothing. The blu-ray just offers more storage space. It doesn’t decide if the playback will be 720p, 4K, or 480i.

It will play back at 720p.
