Some might for financial reasons.
For example right now pawn shops are doing good business.
The buy back will not work for criminals though.

I know that Americans love their guns. But do they realise that when they leave the USA they have no constitutional or 2nd amendment rights to have a gun?

In Britain it worked but, it was buying them just before they got restricted so they're not going to wait for the guns to become illegal and then they don't get paid for them. Just a buy back on it's own wouldn't work because many will just not sell.
