I don't believe Biden is particularly fluent in any language.

Joe Biden has a stutter.   He has had to fight this his whole life.   French isn’t his first language;  because he isn’t as comfortable speaking french as English, he may have to fight his stutter even more.   

Do you enjoy making fun of people who have a handicap?!?  

He was trying some good PR to become Justin's pal. Biden should have stuck to English.

I did not know that, but it takes a normal person a while before they don't give a crap what they sound like when speaking another language.  Sooner or later, they accept themselves for what they can give and just do it.
