Buy a used dslr, or mirrorless csc fairly recentish (say within last 5 years?) that come with a range of lenses.  As photographers upgrade you’ll find bargains available.

    Maybe something like a refurbished Nikon D3200 . Along with a 18-55mm lens .

    Look on e bay for a seller with a 100% rating .

Any cheap DSLR or CSC. Point and shoot camera is also a good idea.

Your phone. The pictures from phones are so good now, I wouldn’t  buy another camera.

Any DSLR that is within your budget will be an excellent choice. There are no "bad" DSLRs, any one of them made within the past 10 years (possibly more) will be more than good enough for the needs of almost all beginners.

    The one on your smartphone.

Okay, so it's not a real camera, but at least you can practice composition with it. Yes, there is almost no exposure control but if you learn how to choose the lighting properly, you'll know exactly what kind of camera you'll need to get better photos later.
