a good way for 16 year olds to make money? (online or offline)?

im 16 and i live in a little town i have asked every shop every cafe and every pub i cannot get a job anywhere. either they do not have any jobs available or there only hiring over 18s.
There is a year long waiting list for paper rounds at the moment (As there is only 1 news agents) and you get £8 a week for delivering 60-80 papers 6 days a week i have done this before and it rains ALOT! here even in summer and it was a lot to ask at the time and there are no paper rounds left.
I have asked the pubs and they said they are not hiring anymore glass collectors, or if they are they want 18 year olds because they can serve aswel as collect glasses. 
I can't babysit because every here hires family to do that sorta thing as its not a very big town and every1 has family living here. 

i have considered doing online survey  to get money i have seen that is a good way to make money can i do it if im 16? 
could anyone recommend a few good websites? 
or any other way i could try to make money?

Fast Food!!!  They hire from age 14.  Most teens get their first job at McDonalds, Dairy Queen, Wendys, Burger King etc. 
I'd be very careful with online stuff - many of those sites are scams!  
Other jobs for teens (usually 14 up)
- library clerk, gas station attendant, dishwasher, bus boy/girl, street vendor - like shaved ice stand.
- yard work - mowing lawns, pulling weeds, picking up dog poo - talk to your neighbors, put up flyers in your community etc.
- cleaning someone's house, or helping a senior - with cleaning, shopping, chores etc.  
- working at a theatre, ice cream parlour, amusement park, local summer festival, arena, hotel

You have to keep trying and keep applying/sending in your resume, following up etc....since jobs aren't easy to come by these days.  You want to be there when the first opening comes up.  I'd say fast food is your best bet!!!  They always hire teens!!!
