Should the UK driving test becoming harder to pass?

We were having this debate in the pub last night.

Driving is not a right!! There are too many drivers on the road that clearly lack the basic skills and understanding of how to properly control a vehicle. Only recently a news article claimed that 20% of learners get their friends to do the test for them. We also live on a small island with limited road space therefore it would beneficial to limit the amount of new drivers coming onto the roads. Therefore the test should become harder to make sure those who are on the roads are competent; a limit should be set on the amount of times someone can take a test, extra criteria should be added to the test and restrictions should be set for the first two years of driving on the type of car you can own.

Against

The test is already stringent enough and forcing people to use alternative means to travel is only viable if there is a safe, efficient, affordable and reliable public transport system in place (which there isn't). If someone has done their lessons, taken their test and a qualified examiner deems them ready to have a licence then this should be sufficient enough.

What are your thoughts?

    Yes, it should be harder. Driving standards are so poor these days. I also recommend re-examining every 5 years, with spot check and random "re-invitations" to testing, and compulsory courses of refreshers after major accidents. I used to drive commercials professionally in Central London. It wasn't bad in the 1980s, the 1990s got silly, and now I'm out of there. Too many people seem to think they MUST HAVE a car, yet haven't the slightest clue what to do with them. For new drivers, there need to be jammers built in to the ignition systems, to prevent mobile phones etc being used whilst the car is in motion. Restrictions on carrying passengers, and driving after a certain time at night, unless proven to be commuting/emergency etc. Rather like the old "Vehicle Watch" stickers you used to see (I have them on my Sierra still)

    I'm pretty sure some sort of biometric way of checking identities will soon be used, the DVLA says it will be cracking down on non UK licences soon as many are fake, they will be checking with the issuing country first before people will be allowed to drive in the UK.
