What does "eye-watering" mean in the following sentence?

"...he wore robes of an eye-watering shade of egg-yolk yellow."

    It would infer the yellow colour was extreme

    The robes were so bright they made his eyes water.

    His robes were so bright, they could make your eyes water if you looked at them.

    "eye-watering" (adjective) : (informal, especially British English) so high or extreme that it is difficult or painful to think about it

    Examples :
