"lead paint" ("led paynt") means a kind of paint containing the element lead that was banned in most countries since the 1980s.

Lead paint means a kind of paint containing the element lead. Sometimes little kids peel dried paint off the wall and eat some of it. And when they did that with lead paint, the lead would poison them. So they banned it decades ago.

Ingesting lead paint can cause brain damage. Not knowing the story I have no idea why it's lumped in with govt. intell.
