Does anyone have a problem with giving a thumbs up or down?

I've been having a problem for a few weeks now.

Sometimes it lets me give a thumbs up or down but more often than not it doesn't let me.

It's so frustrating because I like to give a thumbs up to people who have given a correct answer or has helped someone.

    I have the problem. Usually if I reload the page, I can rate.

    Refreshing normally works. However, if you happen to be on a mobile device, you may need to switch from mobile to Desktop (or vice versa, depending on which mode you are currently using).
