Trump changing H1B1 visa lottery. Shouldn't  the whole H1B1 program be scrapped?

Update:

Then explain why I personally know many STEM graduates who can not get jobs

    The H1B program should be cancelled. There are plenty of Americans who have student loans to pay and families to feed. They need the jobs. Now more than ever.

    My husband is a software engineer at a firm where 80% of the employees are H-1B visa holders.  Not because it saves them money (it doesn't) but because there are not enough US citizens qualified to do the work.  No employer goes through the headaches of employing people from overseas for kicks and giggles.

    i gather that you did not go to university for a STEM program ... big hint:  there is big shortage of such university grads in American businesses, so ... unless you'd like for companies such as Microsoft to move operations to Canada and other countries, where Americans won't be very welcome in many jobs, you put up with H1B1 visas
