Would light loads for a 338 win mag rifle be good for target shooting ?

No, Robert. A .338 Winchester Magnum is overkill for target shooting. If you are well endowed with money why not move on to .338 Lapua?
Why would you even consider light loads for either .338 winmag or Lapua and take a chance on a squib. That is something you do not want. Drop down to a .300 winmag 200 grain bullet and you have a decent target round and 2950 fps that is a 1000 meter round. .338 winmag is for large game but not practical target shooting.
